TOMRA Recycling – National Security Infrastructure

SCES delivered a centrally managed security platform securing hundreds of unattended public recycling sites operating in harsh environments across Australia.

The Challenge

TOMRA’s recycling locations presented a unique security challenge. Sites are publicly accessible, often unattended, and exposed to vandalism and environmental stress while needing to operate around the clock.

Prior to engaging SCES, TOMRA faced:

Theft and vandalism at remote and unattended locations
Manual key management across hundreds of sites
No centralised visibility or control over doors, alarms, or CCTV

The business risk was significant, including revenue loss, compliance exposure, public safety concerns, and brand impact if sites went offline. Conventional alarm and CCTV solutions were unsuitable, unable to withstand extreme temperatures, operate reliably without constant connectivity, or scale across a national footprint.

The Requirements

TOMRA defined a strict set of non-negotiable requirements to ensure the solution could operate reliably across hundreds of unattended sites in demanding real-world conditions.

Operation in temperatures up to 70 °C
Reliable performance over low-bandwidth 4G networks
Edge and cloud operation with no single point of failure
Centralised control of hundreds of distributed locations
Remote door lock and unlock capability
High-resolution CCTV with live viewing and forensic playback
Minimum 48 hours of operation without mains power
Continued site operation with no internet connection

The solution had to perform in the field, not just on paper.

SCES Solution

SCES deployed the Australian-designed XECURE security platform, purpose-built for large-scale, distributed infrastructure. XECURE was selected for its local engineering capability, adaptability, and proven ability to scale across hundreds of sites without compromising reliability.

The deployment delivered an integrated security platform including:

Access control with key-less entry using PINs and fobs
Intrusion detection with door state monitoring and forced entry alerts
CCTV systems with live viewing and centralised footage retrieval
Central monitoring with real-time alerts and video verification
Remote administration enabling diagnostics, configuration, and lockdown from a single interface

To meet TOMRA’s operational environment, XECURE was extended specifically for this deployment:

Custom firmware optimised for low-bandwidth 4G networks
Hardware adaptations for extreme temperature tolerance
Advanced power management for extended battery operation
Network resilience allowing sites to operate independently when offline

This was engineered infrastructure, not an off-the-shelf install.

Scale and Deployment

The solution now supports a large-scale, nationally distributed deployment, with most locations unattended and publicly accessible, yet centrally managed as a single estate.
